A Study of the Relationship between Welfare Attitude and Giving Behavior

Abstract
This study examines the relationship between welfare attitude and charitable giving behavior in Korea. It focuses on effects of multi-dimensional welfare attitude which includes the following 4 issues: growth/distribution, government expenditure for poor citizens, free welfare(free education and free child care), and tax increase for welfare. It uses panel survey data of Korea Welfare Panel Study(KoWePS) in 2007, 2010, and 2013 and employs panel Tobit analysis model to examine the dynamic relationship between welfare attitude and charitable giving over times. The results show that the perception on government expenditure and free welfare have significantly negative effects on citizens` charitable giving. Individual citizens who agree on expansion of government expenditure and free welfare policy have relatively decreased amounts in their charitable giving. However, the perception on tax increase for welfare has significantly positive effects on charitable giving. Thus, individual citizens who agree on tax increase for welfare expansion have relatively increased amounts in their charitable giving. This inconsistency seems to occur due to the duality of citizens` welfare attitude in Korea. Although this study has limitations due to the use of secondary data, it broadens the understanding of citizens` giving behavior in Korea where social needs related to social welfare have grown. It also provides directions for future research regarding the relationship between welfare attitude and giving behavior.
